I don't know if you are aware of the fact that the meeting on Friday is called an "administrative engineering hearing" (I wasn't aware of this until this morning). They have not been very clear about the process. I got this email from Jay Primus of MTA this morning:

Jim,

My apologies for not being clearer about the process.

The hearing on 1/13 is an administrative engineering hearing (learn more here: http://www.sfmta.com/cms/ceng/engindx.htm).

That engineering hearing is followed by a SFMTA Board hearing on 2/7. Both hearings have public comment. The SFMTA Board will only consider changes that are approved by the hearing officer, but only the SFMTA Board can give the final approval.

You are welcome to submit your petition at the 1/13 hearing in addition to the 2/7 Board hearing, or to deliver to me prior to the hearing and I will make sure the hearing officer receives it.
